setting up two motors?

I live 5 minutes to a lake with restricted horsepower 9.9hp, and then 15 minutes to a lake that is non-restricted horsepower.

Is there a way to setup my boat with a 9.9hp and a 90 hp so that either motor can be used with steering and my remote controls.

I am looking at a boat with a 90hp johnson motor, but i want to setup another motor for the restricted lake.
