Shaft Length

I have a 1975 Evinrude 9.9, model# 10524c. I bought a new water pump kit with a new housing for it today. One of the water tube grommets is for the 15" shaft & one is for the 20" shaft. The difference seems to be the "funnel" shape on the top the one for the 20" shaft. My gearcase is removed from the exhaust housing, but by combining measurements I come up with approximately 17" from transom bracket to cavitation plate. Do I use the short or long shaft water tube grommet. I've had trouble in the past with the short shaft grommet seating properly, & I'm not sure it's the original. My sealoc manual doesn't seem to be very specific in this area.
