shaft stayed on motor side during impeller change

I bought a late 70s early 80s 9.9 evinrude last summer just went to check the impeller before our annual ocean trip and the shaft didn't come out with the lower leg. When I've seen them done before the shaft always just popped out. What the heck do I do now?

Sounds like the shaft could be stuck in the power head. Wiggle the hell out of it and see if you can get it out. If not, you got problems.
