Shark Eye Bow Navigation Lights

I want to install shark eye navigation lights on the bow of a 1996 Action Craft. I've seen many factory installed in pictures for proper placement. Looks fairly easy. I've also seen rub rail installs and am afraid these will get damaged sooner or later. What I want to know is if I install, does the base need to be fiberglassed in, since the mounting surface is not flat....I wish I could see one in person, but I'm in Ohio and not many Action Craft flats boats in the neighborhood!
