She won't start !

I just installed a conversion kit on my 470 mercruuiser. I smoked the voltage regulator last week. The orange wire was broke off at the starter, which probably did the regulator in. I installed a breezworks unit and it was pretty straight forward, but after the install all I get is a click at the slave solined and the motor will not turn over. I don't see any other damaged wires. I have power to the main solined on the starter and the volt meter is showing 9-10 volts with the key on.
Question is is the main solined bad, starter bad, or am I missing something? Is there any way of checking what is wrong?

A good battery will show 13+ volts! Check the battery with a load tester.

Check the voltage on the large terminal on the slave solenoid with the red/purple wire on it. Should be +12 volts. Check the voltage on the terminal with the larger red/yellow wire, should be 0, then have someone hit the key start. Should jump up to battery voltage, and the starter solenoid should activate. If not your slave is bad.

volt meter is showing 9-10 volts with the key on.
Check your battery voltage to see if they are the same. Anything under 12 volts is basically a dead battery. Even if the engine did turn over it would be too slow to start. 9-10 won't even honk the horn.
