sheared head off of shift rod retaining screw '92 Evinrude 120

I have a '92 evirude 120 and i was attempting to remove the bottom unit. I gently turned the screw retaining the shift rod to get it off, and the head popped off--I think the previous owner over torqued it when installing it. The question is, is there enough room between the set screw and the shift rod to get a dremel cut off wheel in there without doing too much damage to the shift rod or the retaining fixture?

Probably not, but you might take a good look at the gromet and hole that the shift rod comes up from the bottom through and see of they are big enough to pull the shify rod out with the shift attachment block still attached. "IF THERE IS" I think you can take out the clamp bolt and pull the upper shift linkage out the side completely free of the shift shaft. Then you can drop the lower unit and get it out where you can work on it. Usually when a bolt is over-torqued like that and the head breaks off all the tension is released and you can turn the stud out with a mechanics pick and ingenuity.
