shift cable or throttle control

I have twin 7.4L Mercruisers with Bravo II drives. It has become harder to shift into gear and also once in gear you have to really push hard to throttle up or down. Could this be the throttle cable on the engine or the shift cable on the stern drive? The manual does not really troubleshoot the throttle, it only tells how to lube and replace.

Ayuh,... Chances are it's the cables from the controller back...
