Shift cable rubbing hole in bellows

Discovered a hole in my u-joint bellows where the shift cable is coming in contact with it. The shift cable seems to be secure and in the proper position. The bellows is less than 2 years old and should have lasted longer than that I think, the boat sees very limited use. Has this been an issue before? Or maybe just not a good design? Any remedy would be appreciated.

Also, water did get in the outdrive and i did replace the u-joints and bellows, but I thought the "O" ring or seal in the upper gear housing was supposed to prevent water from getting in their?

Use the OEM bellows, not aftermarket.
