Shift Cable seal at transom

i have a 2008 5.0gxi-G, DPS-A outdrive. how or what is used to seal the shift cable at the transom? i am getting some water in the bilge and trying to eliminate possible entry points. looking at the cable it appears to be rather loose at the transom wall from the outdrive side. should there be a visible gromet or some other seal there?

The only thing that keeps the water out for the shift cable is the rubber hose on the inside of the transom housing.The end of the hose where the shift cable enters must be kept above the water line of the boat.
