Shift interrupt won't ....um.. interupt

First time poster long time reader so go easy guys. This could be a simple matter of bending the apparatis but if someone could look at this and tell me how to fix this switch I'd appreciate. Sorry but I think it posted the video upside down. Seems like the bracket isnt moving as it should

Can you move the Y looking part where the switch sits in the middle of, and cut the engine out by hand?
Is that video test on the water or on the trailer?
It is not suppose to activate unless there is enough resistance and it needs the water to work.
