without knowing how you are using the meter to measure voltage , I cant answer. With the key off or on, the 2 small lugs on the starters solenoid should have 0 voltage.If voltage is present the solenoid is bad.
power applied to the inner most stud will cause the starter motor to spin.when the solenoid engages and the outermost small stud should have 12v or the battery voltage supplied to the coil to aid in starting. Once the motor starts and the solenoid releases, a lower voltage is applied to the coil thru the use of a "resistance wire" to lower the voltage.
