Merc has a tool to install the shift shaft bushing. Alternatively you can use a stepped shaft to tap them in. The bushing is installed in an upwards direction.

You can try a socket with an extension bar installed via the hex end (instead of the usual top of the socket) of the socket and tap on the extension bar for the upper bushing. You can use a good fit bolt, washer and mallet to install lower bushing and bushing goes in until flushed at the bottom.

To get the old bushings out, pry out the old seal using a small screwdriver, use a small 1/4 drive socket and mallet to tap out the upper. For the lower, I put a bolt thru the bushing and tap on the bolt head, followed with a socket to get it out when it gets flushed. Its quite easy to get them moving. Out is in a downward direction.

Good luck.
