Shift linkage height

I have a 1973 Johnson 115 hp outboard. The manual says to tighten the top link, L-shaped, all the way down then back it off just enough so shift arm can be inserted into it.
Lately I have been having problems with not completely shifting into forward. I have adjusted trunion and also adjusted the L-shaped piece. Nothing seems to work. Any help is appreciated.

Is it jumping out of gear or what ?? Is that little nylon bushing in the L shaped bracket ??

If you disconnect the shift linkage end at the engine-can you shift the engine by hand (manually?) Will it shift normally by hand-into forward? If it shifts normally by hand with the shift linkage disconnected, then the engine itself is set/adjusted correctly. The problem is with the shift cable adjustment setting.

That engine has the oil pressure shift.-------Best to have the engine running to shift it.------------You might consider tearing it apart for inspection.---------Forward gear is rather pricey on those.
