2000 Tohatsu 9.9 does not fully engage in forward position. Recently I had to tow a larger boat against the South Carolina tide with the 9.9. Since then it will go in gear but will only go at slightly better than trolling speed no matter how much throttle is applied. The engine revs properly but the prop does not. Could this be a linkage adjustment or should I expect a more serious problem? If so what could be the problem?

The linkage is clearly visible on this engine so should be easy to check. More likely your prop needs replacing. When props get old they tend to get defektive because the rubber part gets lose.

Check tail oil, if near empty prob bad gear issues, if ok, probably stopper plate shift lever is not matching stopper shift lever, out of correct stopping position, to check place lever in neutral, disconnect stop switch, with hand rotate flywheel CW, check if gear like sounds is heard or if prop is spinning, if so you have a lever misadjustment issue. Check prop for worn hub issues as stated by Ohabu. If faulty that engine should be over revving very high. (Info for Tohatsu 9.9/15/18 HP, 2 strokes engines, prob same procedure for 4 strokes)

You have a spun prop. Get a new one from any dealer, including me.
