Shift linkage

I swapped a 1980 200HP Johnson outboard with a 1984 235hp Johnson and it started right up but the shift linkage can only be adjusted to get forward gear and neutral but not reverse. Or I can get it to give me reverse and neutral but not forward. It just wont let it go into reverse when I adjust it to go into forward seems like to much play in the cable about 3/8 inch. Could I have the throttle and the shift cables mixed up? Or do I need to replace the shift cable?

3/8 inch of play in the shift cable is too much, replace it.

If you had the shift and throttle cables swapped you'd only be able to move the throttle control forward part way, then it wouldn't move any further.
