Shift Rod adjustment

Had the LU off to replace the Water pump, the shift rod got
screw with and need to measure. My CD manual states that the
rod from the LU case should be 21.84" which I can do. However,
it fails to tell me what gear it should be in when this measurement
is taken, I assume Neutral. Is this correct?

The motor is a 1978 85 Evinrude model 85899C.

I believe that it needs to be in neutral, but can not verify that without a manual. I am sure one of the experts will point out if I am wrong, they know this stuff forward and backwards.

Long shaft = 21.834" +/- .036

Extra Long Shaft = 26.834" +/- .036

In neutral is correct.
