Shift rod height troubles, slop in Neutral

I was doing a water pump job, and somehow when the end of the shift rod came out it got turned 90 degrees.
I thought I turned it the right way but now have no reverse.
I've got the lower dropped back off.
Seloc says 20 29/32 is which is way off. I found another spec in a clymer that is 21 15/16 which is close so I'm going to run with it.

Ok here is the catch. The lower end has 1/4 inch slop in N.

If you reading this and know please also confirm they want the crook pointed to the port side.
