I removed my lower to replace my impeller and knew I had some sort of leak from my shift/shaft bushing assembly. When I removed the lower the seals or o-rings around the shift shaft were popped up like this

So i simply pushed it down like I would assume it should be so it looks like...

Is there a specific reason it would of been popped up like that, and can I pop it back down like I did and it will stay? Or do I need to get a new bushing assembly that is sealed all nice and tight... Thanks!

Get a new bushing assembly. There were major changes in that part, including material. The old ones leaked a LOT.

I don't see the first photo in your post but would like to comment that I have the same white housing as shown in the second photo. It looks like you are missing a sleeve that sits above the housing on the shift shaft. It looks like a 1/2" long bit of rubber hose and is Mercruiser 23-67370. My 1994 example had the seal when I inspected it in 2013, but it was dry and cracked - not too long before it would disintegrate like yours! I did spurge on the correct OEM part, but it sure does look like just a bit of rubber hose...

PS Thanks for the second photo confirming the location of the "second" o-ring. Mine was missing that one. I found your post researching whether it should be there or dropped as a design variation from the black plastic housing.
