Shift Shaft seated?

So in my haste I inadvertently pulled the shift shaft out of cam in lower unit while replacing shift shaft oil seal. After draining the lower unit was able to get shaft back into cam. I was able to engage F,N and R . After placing bushing and coupler on shaft i noticed a rather large gap between bushing and coupler which seemed odd. See pic. It makes sense to me that the coupler should ride on top of bushing. All schematics I've seen shows no gap. Doesn't make sense to me that I can engage F,N and R if not seated properly. I have not tried putting lower unit back on engine to see if it goes on all the way. Thought id ask for guidance first. Any thoughts?
