Shifter extension. 1982 25 HP Johnson Water exhaust?

Got my newly purchased 82 25 hp Johnson running in the water barrel yesterday. Water flowed from the 2 holes on the outside (away from boat/top) of motor, and just underneath the motor cover (starboard side), but I noticed water flowing out two (2) holes located on the inside (toward boat...see picture) that I have never seen before. Is this normal? Another question: I noticed that the shifter on the motor seems to be a little too far back on the motor to be safe, since I have a tiller handle, is it possible to put some type of extension on the shifter? A remote control came with the motor, but I don't think the length of the shifter rod will work being this close to the motor.

The holes are normal and intentional. They are there to let the water out. Just doing their job. Don't get any ideas about plugging them up. That will cause serious destruction of the powerhead.

Thanks! I hope I wouldn't do something like plug holes, without asking you the experts first. Got the motor running yesterday, runs a little rough (stops running too), so will clean the carb. today. Not quite sure how many turns (left or right) to adjust the lean/rich seat, but with trial and error, I'll get it. :)
