shifting problems

I have a 25 hp. johson. model 25el75b this unti will not shift into forwards or reverse.i have tried to adujst the cable which does work for a few seconds then nothing.would like any help i can get with this problem.

Im assume its a remote control from your post. Disconnect the shift cable at the motor and shift the motor by hand. Does it go into all gears now?
