Short shaft or Long shaft

Hi All
Is this a short or a long shaft? It measures 20" from powerhead gasket to the seam at the lower unit. But around 25" on down to the main ventilation plate. So where are the measuring points to check shaft length?

"Shaft" length is really transom height (vertical).

Measure from the inside of the transom clamp to the anti-ventilation plate.

"Short" is about 15", "long" about 20" and "extra long" about 25".
