Should a keel be water tight?

I have a 1965 Starcraft Nassau which has a keel that has a hole drilled in the front near the deepest part of the V in the hull. I have read before about people sealing the keel to keep it waterproof but I wasn't sure if that is necessary.

Anyway, I'm not sure if this hole was added or has been there all along. Should I plug this hole and seal the seams of the keel or is it a waste if it isn't causing any problems?

Hole in the keel (Not the boat hull) is for water drainage. I wouldn't worry about it.

My '66 Nassau has the same hole as well as every Starcraft tin boat I've seen. It's a drain for the keel piece that protects the thinner, one piece hull under the plate.

No need to seal the plate to the hull.
