Should choke plate open all the way with spring or vacuum?

Hi

I'm still having trouble getting this 9.9hp started so I cleaned the carb again. I noticed with the choke buttom all the way in, the choke plate wasn't open all the way. The springs on the side lever don't seem to do anything. Is it wupposed to work this way? Will the vacuum open it or should a spring keep it open?
