Should fuel filter be full?

I recently replaced a couple of pistons in my 1990 Force 90hp through the reed ports by following Frank's excellent instructions. I also heeded his advice on installing a disposable fuel filter between the the fuel pump and the carbs. Since there was no filter there before I'm not sure what to expect, should it be totally full of fuel when running?

Currently, when the engine is running there is a small amount of fuel in the bottom of the filter that is constantly fed by the fuel pump, but it is no where near full. I have not gotten out to the water since I replaced the pistons so I have not been able to really rev up the engine. I have taken it up to about 1800 rpm on the muffs but still only get a small amount of fuel in the filter.

Any thoughts on how full the filter should be.

typical. It is an air bubble in the filter, will eventually work its way out, or not, doesn't matter.

Remember to double oil and follow breakin procedures.

My motor was idling poorly and I noticed that the fuel filter was not nearly full when running. After I changed the fuel pump diaphragm it improved idle performance and now the fuel filter stays full.
