Should it pee when it's cold?

I have a 4hp 4stroke Yamaha as a kicker on my sailboat.

Should it pee when it first starts up and is cold? or only after it warms up?

on that motor it will pee hot or cold. its just a water pump indicator and has nothing to do with engine temps.
