i've put in the new stringer/floor/transom. and have foamed in the floor with 4lb foam . now i'm fitting the boat and getting ready for an incredible paint job . my question is ,the front fiberglass section of the bowrider is a molded large one piece unit that stands about 1 1/2 inches above the floor .. it has its own floor that when stepped on flexes down and hits the other floor and makes an annoying sound as well as worries me a bit as to if it is going to fracture someday .. original construction had some carpet that was waterlogged under there, lessening the sound . should this area or should i say must this area be allowed to flex or can i foam it in to make it rigid up there.

you can foam it, but becareful about the expansion, as it will push up on the flexible floor. it will make it harder to separate in the future.

Foam it. It is not a 100% sealed void, so expansion will push out to either side. Hopefully you will never need to remove it again, but if you do, it will seperate.
