rotate(do something when the engine is cranked) I understand it works off of vacuumpressure/compression?) Should I see something moving inside? Please see photos<br />

The rubber diaphragm inside the pump moves in and out to pump fuel. You can't see it moving when the pump is installed since it's all sealed up. It works off the engine vacuum and the engine has to be running for it to work. It dosn't move that far in and out to make it likely that you could see it when cranking the engine. If you want to know if it's working, disconnect the carb end of the fuel hose and catch the fuel [if any] in a can while the engine is running off the fuel in the carburator bowls.
