Should this hole be here or is it corrosion?

Attached is a picture of a 1982 Johnson 35 hp lower unit. There is a hole in the lower unit that I am not sure if it belongs there or if it was caused by corrosion. I just noticed it there while I was changing the impeller. There was water leaking from it. I sanded the paint off cause I initially thought the hole may of been caused be corrosion, but after the paint was off the hole looked too perfectly round and the rest of the metal looked too thick to be from corrosion. If it is not from corrosion, what is it for?

The rest of the motor looks good shows no sign of corrosion.

Pretty sure the drain hole.

I can tell that you are smart enough to realize that corrosion wouldn't make a nice round drilled hole. It is a drain hole so water doesn't stand in the cavity inside. So is the one higher up, when you get around to looking at that one.
