sick merc at wot

i have a 2002 merc 200hp carbuerated engine. 2.5L it seems to me that it takes a little too long to pump up the bulb but that could just be me. the problem is when i am on plane running down the lake the motor feels like it loses power for a second then catches back up. sort of like holding your hand out the window and letting the wind catch it for an instant. it'll never lose more than about 200rpm then catch up and run ok then do it again. off and on for ever how long i run. also when i stop and fish for a little bit when i start to leave it cranks fine but when i take off it runs out of fuel and i have to repump the ball again to crank it and go to the next spot. the boat is a stratos 2002 19.5 bass boat. i checked all my fuel line clamps and they are tight. fuel pump and carbs were supposedly rebuilt last april but i wasn't standing there watching it so not certain they were. gonna vacumn test the pump tonight and i run only non ethanol gas so any other suggestions? thanks.

Possible the tank vent clogged?
Possible fuel pump needs rebuild?Very easy to take apart and check.
Water in the fuel?
Any inline connectors?They go bad and can suck air.
