silencer

I have 1978 7.5hp also 1979 both seakings clinton,one runs one does not it has been sitting for awhile
Looking at the face of carb, where the choke is,the 78 that runs has a plate screwed on the face, while the 79 has what appears tobe is a silencer, which one is correct ?? i cant find any pictures online, seems to me the choke should not be cocered ?? any help plz thanks guys.

You know what that is. It means "covered" as in to be covered that which is covered.lol
I wonder if the "cocered" carb is someones cob job because it wouldn't run without the choke on.
