Simpson Lawrence Horizon 500 windlass

My windlass(Simpson Lawrence Horizon 500) works fine going up but is slow going down and sometimes blows the fuse. I took it off the boat and want to rebuild it. Does anyone have a suggestion as to what could be wrong and can I test it with a 12 volt battery?

Yes, you can run it with a 12V battery, but with it blowing fuses there is an issue inside. Here is the manual
