"Skirt" cylinders

What does it mean when they say "skirt the cylinder" My assumption is, the cylinder is wider at the bottom than the top?

The bottom or "skirt" of the piston is always wider than the top. That's the reason when you check piston clearance to cylinder you always use the "skirt". The cylinder is a straight bore and doesn't get wider at the bottom.
