Sleeping Johnson 135 (2001) waking up

Hi! I haven't posted in a while. I just came upon a 2001 204 Angler Walkaround w a Johnson 135 HP. I went through the sleeping engine checklist

-dumped all fuel
-all new fuel lines and oil lines
-carbs rebuilt w carb kits
-all new plugs
-new water pump and housing
-changed lower unit oil

Engine had not run in 3-4 years but was put away/winterized properly. Before sleeping it ran great. i've been told. It was my father in laws (so i kinda trust him).

Motor turned over first try!! But doesnt stay running for long. Seems to "sneeze" alot. After several go rounds I checked the plugs. 3 plugs had black carbon deposits the 4th was wet and gassy, but i checked spark and it is good. Fuel pump is pumping good, checked that. Any ideas????

I have always had a carbuerated small block V8. That was simple to me. This is my first outboard.

Probably the carbon deposits on the plugs. It might be getting spark but it needs to be strong.
