slop in steering wheel

I have a 1990 Tracker Magna17 with drum steering in the console. Ever since I have owned the boat (6 years), there has been about three inches of play in the steering wheel. Can the play be adjusted out of it, or is this normal? Hasn't seemed to get any worse in the past six years.

Well, if it's any consolation my 19' Caravelle with power steering has about 4" of steering slop when the motor isn't running, and that's with a new rack and pinion. I know your setup is different though...
