slow mode 1994 evin 120hp

i have a 1994 evinrude 120 hp that goes into the slow mode after a few minutes @5400 rpm. has new water pump , thermostats ,trim motor. if i shut the motor down and wait as little as 5 seconds and start it back up it does good for a few more minutes. then goes into slow mode again. but if i run up to 5000 rpms to 5200 rpms ,it studders a little bit but doesnt go into slow mode. the engine continues to run fine. when i got the engine it had no thermostats at all. checked temps with temp gun and the highest it would get is 126 degrees. there are no warning buzzers or whistles hooked up , nor is the oil injection.any ideas on the possible problems with motor. other than that the motor runs out great.

what is the procedure for testing the temp sender unit? what about the power pak? could the problem be in the power pak? i can seem to figure out this last piece of the puzzle.
