Slow speed needle valve adjustment intstallation

hello, I just rebuilt my carburetor and I'm having troubles with the slow speed needle valve arrangement. It's a 1960 Sea King, 35 Hp model # GG8837A. Unlike the picture in the rebuild kit, my slow speed needle has a threaded middle shaft with a round threaded adjustor just in front of the packing but. If I thread the adjuster all the way back so that the needle is fully seated so that I can count the 1.5 turns out, the packing nut won't even start threading in. Hopefully that makes sense because it's hard to explain. If anyone has any advice on how to put the slow speed needle in and the order of the parts that go into that hole ie valve, adjuster, packing, washer, packing nut... anything will help because I'm lost and have tried everything.

Typically, with a carb kit, you get enough packing to put two washers in each jet, then you put in a nylon washer last. This is to protect the packing washers from getting chewed up by the packing nut.

That is my carb Daviet, thanks for the diagram that helps confirm that everything is in the right order. My question now is; how far do I thread the slow need valve bushing onto the needle before I stick it into the carb and thread the packing nut on? If I thread it all the way on and stick it in the hole the packing nut won't fit n far enough to start threading in.

If the nut wont start , and I am not kiding make sure you have not got the high speed needle valve and the low speed mixed up. It may sound remedial but it is possible . That is the only way I know of to get the result your getting. Hope that helps. Just clarify.
