Slow Starter and Electrical System "Ghosts"

So, I'm pretty sure the cam is shot as the local shop estimated. It's June 2 and I haven't even missed the boat this season. I do not have the skills, tools, or location to do the job myself so I have decided to sell as is. Boat runs now with a new dizzy, but timing cannot be set; it's all over the place each revolution. But first...

I have an intermitent issue of the dash sometimes not getting power. I've replaced the connector on the red wire powering the fuse block and cleaned up the block with a small wire brush. It's still a problem. I plan to start at the battery and check/clean all connections until I end up back under the dash. Any other suggestions while I'm following wires around this evening in the company of very large, agressive mosquitos?

The starter has also always (over the 3 years I've had the boat) been kind of a "slow turner". If checking all my connections, including at the starter, does not increase my starter rpms, what is next? What voltage should I get at the starter while it's turning? Last time I checked, I think it was almost 10v.

When people start showing up to look at it Sat at 11am, I want consistent reliable power to the dash/ignition and I'd like a solid starter to show where the boat is at in terms of it's health. I'm hoping for no more surprises.
