sluggish off idle

okay so i bought this 1981 mercury 200 hp. i havent taken it out yet. when i have it on the water hose and i blip the throttle at the carbs (the linkage) it accelerates but it sounds bogged down and doesnt accelerate that quick. it almost cuts off if i blip it a little too much....i dont open the carbs all the way up i just push it down a little bit to get it to accelerate. i have a 1976 johnson 115 that i do the exact sam thing with and when i touch the linkage it screams...should i be concerned? ive linked and synced the carbs and i've replaced the fuel line up to the motor and the filter.im goin to check the timing on it in a few days.

You cannot blip the carbs alone, you need timing input too. Likely nothing is wrong with it. Be careful with high rpm"s on a 2 stroke without a load. They can run away and the results are not pretty. Max rpm on muffs should be under 2000 rpm, better at 1500. You cannot tell how an engine is going to run in the water on muffs. Muffs are good for troubleshooting a starting problem or running the engine at low speed.
