Small Mercury single

I have tried looking on this site and other specific Mercury sites to try and find out the answer to my question but as I have had no luck I am trying here..

Firstly I am not sure of the year and HP of this single cylinder motor as there are no decals on the hood.The serial number is 09700958 and the engine is a Belgian built model according to the serial number plate.

I have looked on several sites but all the Belgian serials seem to begin with two letters...

I would therefore like to know the HP and year of manufacture as this motor only seems to pump water one minute then not the next? I would like to replace the impeller but I will need the information asked for to make sure I order the right parts.

2.5hp 1992 serials 09682500 - 09709999

as found in http://www.marinshopen.se/ but i could not find the part number for the impeller when i entered the serial in http://www.mercurypartsexpress.com, so i substitute it by A887807, wich is also a 2.5hp 1992, and it gave me the part #47- 95289 2 ($30.45) for the impeller, wich is located right on the prop shaft (not on the drive shaft) on these engine.
