Newbie here at taking apart carb. 1991 Yahm 70HP. Do I soak this whole carb, rubber and all? Or do I need to take it apart more?

If you are doing a rebuild, yes, you need to completely disassemble the carb. Remove everything that's removable except the throttle plate and shaft. The object is to get every passage squeaky clean. Otherwise you've accomplished very little. After soaking, blow out the passages with compressed air and reassemble with new carb kits. Make sure float level is set correctly. Before removing any pilot or mixture adjustment screws, count the turns it takes to lightly seat them. Record those settings so you can put them back in same position.

Do these photos look like I have removed everything?

Bottom of Carb. Are these passage holes to be cleaned?

Top of Carb. Anything to remove besides these 2 screws?

Keep going. If there are screws to be removed, its holding stuff on and it must be removed to clean what's beneath them. In the upper picture the slotted items are jets which are "really" what needs to be cleaned.

Those Jets have to be open. I have found using a cutting torch tip cleaner to run into the jet works well. The one I have has several diff size wires to choose from.

Where are the jets located? I want to make sure I get them cleaned.

Ok.. the center screw holes are the jets. what do you mean by open? After soaking them, I took carb cleaner using the small red straw and sprayed cleaner into the holes.

Open means clean. Spraying cleaner through a hole may or may not "open" the hole fully. A tiny brush helps clean the varnish out of jets. Don't try to scrape it out with a sharp or pointed object.
