solid hub, or hub kit?

Boat is a 1993 23 rinker captiva 3700 hull weight(nada), Deep Vee hull. Boat has a 502 mag, carb rated at 390 hp, bravo 1 drive. I figured this boat would do 65+ easy, when i bought it, it had a beat up 21 pitch solid hub prop on it. Boat went 59 mph on gps with medium load 5100 rpm, mercruiser recommends 44-4800rpm. I bought a labbed 25p off ebay thinking it would get me in the right rpm range and i could pick up a few mph. This prop needed the torq hub kit to fit. Unfortunately The boat now gets up to speed slower (obviously) lost top end (57.x now) will only turn 4200 rpm. Engine really seems to be laboring. So it looks like i should have just went with a 23 pitch and will hope for 60. does the hub kit hurt any thing should i be looking for a solid hub? I'm a little disapointed with the power of the boat and the weight I figured it would go faster. The newer 23 bajas do high 60's with 375 hp 496, and weigh 4200? Guess the hull is designed a lot better.
