Solid small screw hole repair guidance

I've got a base to a Bimini top has wiggled loose (screws pulled out of the white fiberglass). Due to typical boating and short trailing stress, I need to repair very solid. Cannot get to backside of screws to use a bolt. J-B Weld has been my go-to in non-boat projects. Recommendations? Do I countersync top and just putty up with a epoxy like J-B Weld? Alternate epoxy? Do I drill it out a little larger prior to sealing with epoxy? I've done a search but have been largely unsuccessful - maybe I'm doing it wrong. Thanks!
