Ive read a lot of posts on here about bogging when going to full throttle. I had the same problem on a Johnson 87 60 hp outboard. My problem was the jets were all clean and fuel lines and pump all clear. Everything seemed to be working ok but still had that fuel delivery problem from idle to wot.Heres what i did to fix mine. The tubes that run thru the body of the carbs(venturi tubes) if you notice when they come to the throat of the carbs where the butterfly flaps are the larger tube(hi speed jet tube) only sticks out about a 1/4 inch. The gas has to go over that 1/4 inch to get to the intake.I was looking at some new carbs and those carbs have a hole or 2 a little bigger than a pencil head drilled into the hi speed venturi tube at the intake side. On my engine it didnt so i drilled a small hole ineach 1 of them(3 carbs)Now it runs great from idle to wot.
