How long have you been running all these plugs? A super-clean plug may indicate a water leaky head (or other) gasket

1st thing 1st. Check compression. #2 could have a serious problem and just going along for the ride.

I'm assuming it's 3 cylinder, like a 60 or 70hp, correct? Year and model are gonna help out a lot more, but I think that the 3 cylinders at least some models are prone to running lean on that middle cylinder. But that's a carb issue. If that plug is completely clean, it's probably water. Do you have white smoke out of your exhaust?

Definitely check that compression and see what shape that cylinder is in.

do you mean normally burnt or abnormally burnt?

everyone is jumping on the new-looking plug (that indeed sounds like steam cleaning) but is it opposite of what it seems,ie, the problem is 1,3 and not 2.

You will get your best response by sticking to your first post. You have been given a couple of suggestions and I think if you follow them you will find the problem.
