Spark plugs looked shot. Is this reason for burning lots of fuel

I have a 1990 90hp johnson vro v4 and it was getting poor fuel consumption today. This is only the 3rd time i have had the boat out and i didnt hot dog the boat all day. I posted a thread on here and they said that my carbs needed to be rebuilt but i talked to the guy i got the boat from ( a very good friend) and he said he had it done last year and only took the boat out once. I got the recommended new spark plugs for it tonight and when i went to take the old ones out, they were totally shot. I used to work on cars for many years and know what a bad spark plug looks like.
Could this be part of the problem as far as hard starting when warm and eatig alot of gas? I know a 2 stroke motor is supposed to burn 10% of the hp rating at wot. I didnt have it anywhere close to that today.

My concern that your good friend said the carbs were just rebuilt, yet the plugs are shot, why rebuild the carb and skip simple maintenance?

Plugs from a 2 cycle sometimes appear to be fouled when in fact it's not uncommon to find oil resdiue.

A shot plug is one that the center electrode is really rounded off and worn down and you could "drive a team of horses through the gap". LOL. My mentor from many years ago told me that.
