Speed Tubes

I have a 10+ year old F470 that is leaking on the right side. I have no idea if it is in the speed tubes or not, as the tubes are partially covered with material...is there a way to remove the speed tubes (doesn;t seem to be) w/out cutting them out???

I bought the boat used and no I do not have a manual.
