spitting and dying engine

i have a 1996 200hp johnson, after running the boat for awhile then stopping and restarting the engine spits and dies. Have had no luck with local mechanics am at a lost

4 mechanics to be exact. I have had the power pack replaced 3 times, plugs changed, carbs adjusted and 1 rebuilt,

I am assuming that these are factory certified machanics at four different shops. If you had 3 packs go bad then something is frying them. Get an OEM manual. I'm not real familiar with your engine. You might need a peak volt meter to check wiring to the pack. Does it sneeze out the carbs when it dies? If it does then it is running too lean. Or does it sneeze out the exhaust?

Yes all the mechanics were certified and working for reputable dealers. It sneezes out of the carbs when it dies. Also my plugs get fouled very quickly. Having a hard time now finding a mechanic within 40 miles of my house that will water test it. They all want to just tank test it, which in my opinion does not serve justice to my repair
