Spot light won't work with 12 volt outlet

On my boat's dash there's a 12 volt outlet. When I plug in either of my search lights, neither works. I've tested both lights in my car and they both work, yet they won't work on the boat. I tested the outlet with a tester and it shows that the outlet has power. Any thoughts?

Your test is done under no load conditions. The spotlights have a big load.

It the connection is rusted or has bad connections you can plug the light in and when you turn it on the voltage drops so low you can't tell it is on.

Check for corrosion or bad connections.

The power outlet has to have a ground to its case too. Using you voltage tester check the case for a ground.

Or, due to the big load, maybe the wire size is too small and there would be your resistance like jlinder mentioned.
