dont know, cant see your hose pressure or muffs.
But id suspect new impellor or key at least

I've stated it so many times here, you cannot test a water pump by running on muffs. While on muffs the water pump simply lets hose pressure flow through, it doesn't pump it through. HOWEVER, if the water doesn't flow through, the impeller may not be turning (spun hub).
